Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The chain of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are conducted: positive announcements are issued from various governments. Considerable effort is expended on managing certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "peace".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capacity enabled by up-to-date information. From observation points, military aircraft that had been dispatched to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.
Moments later, Kyiv's missile defense thundered: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely supplied through Western nations. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: perhaps the approaching threat won't cause damage this time, preventing destruction from ruin and further power outages.
Continuous Dangers
Not long after, a heavy machine gun fired at a drone somewhere nearby, part of a defensive team – almost certainly Western-made equipment. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its objective.
With pauses, this persisted until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and heating outages in multiple buildings as a result of the evening attack. As always, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's vital need on international aid – a need that regional partners are clearly incapable to substitute in the near term.
Ineffective Peace Efforts
The detailed framework from US administration generated strong feelings, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new initiative from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, certainly, persist.
Strategic Calculations
It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. US administration operates on a premise understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is unrealistic to compel Moscow to surrender the territory that it currently occupies in Ukraine's occupied territories.
The problem is that while accepting these circumstances, Washington does minimal to deter Moscow, through diplomacy or military means, from thinking that the status quo will not shift further in its advantage in the near future.
Opposing Positions
Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but avoiding a complete military breakdown until conditions improve in its advantage.
Present Conditions
Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unworkable, so that their priority does not switch to homefront challenges. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a just a single week to kill the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.
While new proposals based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
